Jammu, Apr 1 — Chief Minister Omar Abdullah on Tuesday informed the Legislative Assembly that over 59,000 posts remain vacant across 38 government departments in Jammu and Kashmir.
Replying to a question by MLA Waheed Para, Abdullah said 48,958 non-gazetted and 10,217 gazetted posts are unfilled under both direct recruitment and promotion quotas.
He said 24,507 non-gazetted and 3,808 gazetted vacancies fall under direct recruitment, while 24,451 non-gazetted and 6,409 gazetted posts are vacant under the promotion quota.
At the district level, 16,812 non-gazetted and 2,798 gazetted posts remain unfilled across all 20 districts, he added.
The Chief Minister said that during 2025, 959 gazetted posts were referred to the Jammu and Kashmir Public Service Commission, while 6,340 non-gazetted vacancies were sent to the Services Selection Board for recruitment.
In a separate reply to legislator Sham Lal Sharma, Abdullah said bills amounting to Rs 12,561.31 crore under various heads have been cleared up to March 27, 2026. These include gratuity, commutation, leave salary and contractor payments.
He added that GPF bills worth Rs 5,821.43 crore have been settled up to December 31, 2025.
“The financial liabilities of the government in the form of bills presented at treasuries are being cleared on a regular basis,” Abdullah said, adding that payments to contractors and retired employees are processed at regular intervals.
He said that in the 2025–26 financial year, Rs 2,864.14 crore was cleared in gratuity, Rs 1,123.22 crore in commutation, Rs 773.47 crore in leave salary and Rs 7,800.58 crore in contractor bills up to March 27, 2026.
The Chief Minister also informed that Rs 3.80 crore has been disbursed as subsidy to 4,288 consumers of power distribution companies in Jammu and Kashmir under the PM Surya Ghar Yojana.
