Govt sacks 2 employees in J&K over alleged militancy links

Srinagar, Apr 9 — The Jammu and Kashmir administration on Wednesday terminated two government employees over alleged links with militant groups, invoking Article 311(2)(c) of the Constitution, officials said.

Lieutenant Governor Manoj Sinha approved the dismissals as part of an ongoing drive against employees suspected of aiding militancy.

The sacked employees were identified as Farhat Ali Khanday, a Class-IV worker in the Education Department in Ramban, and Mohammad Shafi Dar, a Class-IV employee in the Rural Development Department from Bandipora.

According to the government order, “Farhat Ali Khanday was working for a militant group as per police investigation and used his government position as a cover to revive militancy and build a larger network in Ramban and adjoining areas.”

In the case of Mohammad Shafi Dar, officials said his appointment had been made on compassionate grounds following the death of his father, a plantation watcher in the department.

“Investigation revealed that Mohammad Shafi Dar was working as an overground worker, providing logistical and operational support to militants in Bandipora,” the order said.

Officials added that in April 2025, Dar and an associate, Rayees Ahmad Dar, were apprehended at a joint checkpoint. “One AK-56 rifle, a grenade and other ammunition were recovered from Shafi,” they said.

The administration has dismissed hundreds of government employees since 2021 under Article 311, citing alleged links to militancy and activities prejudicial to state security.
