Officials in Security Meeting Say Militants’ Survival Impossible Without Local Support

Jammu, March 9 — A high-level security review chaired by Union Home Secretary Govind Mohan on Sunday discussed the presence of foreign militants in Jammu’s upper reaches, stating their survival in extreme winter would be impossible without local support.
 
"The government is particularly concerned about foreign terrorists still being active in the region. Their survival in harsh winter conditions without local backing is unlikely," was noted in the meeting.
 
Security agencies have been directed to intensify operations in Kathua, Udhampur, Doda, Kishtwar, Reasi, Rajouri, and Poonch to eliminate these threats.
 
The review follows the recent killing of three civilians—Yogesh (32), Darshan (40), and Varun (14)—whose bodies were found in a water channel in Bani-Billawar, Kathua after being missing for over 60 hours.
 
Union Minister Dr. Jitendra Singh confirmed militant involvement in the killings, calling it a "deep conspiracy to disturb the region's peace." 
 
He added, "We have discussed the situation with officials, and the Union Home Secretary has personally arrived in Jammu to assess it on the ground."
 
The security meeting also covered Amarnath Yatra preparations ahead of its July start and the Kashmir-Kanyakumari rail service, expected to launch soon.
