Srinagar, Nov 29: The Government of India on Friday denied that the Indian military obstructs civilian movement on the Jammu and Kashmir National Highway, addressing the issue in the Indian Parliament.
The government clarified its stance after Aga Ruhullah Mehdi, Member of Parliament from the Srinagar Lok Sabha constituency, raised questions about frequent traffic stoppages on the Srinagar-Jammu National Highway for Army and paramilitary convoys.
Mehdi also sought clarification on whether ambulances are halted during such movements.
In response, the government stated that traffic regulation falls under the jurisdiction of state authorities, adding that ambulances are given priority by forces in Jammu and Kashmir.
Mehdi further inquired about actions taken to address these stoppages and prevent potential human rights violations.
In a written reply, Union Minister of State for Defence Sanjay Seth explained that regular convoy movements between Jammu and Srinagar are essential for operational and administrative purposes.
“The Indian Army follows detailed procedures for convoy movements, ensuring minimal disruption to civilian traffic,” he said.
He elaborated that, due to security concerns and past incidents like ambushes, Road Opening Parties are deployed before any convoy moves. “Traffic is temporarily regulated, particularly at points where lateral roads intersect with NH-44 or at U-turns during Army or CAPF convoy movements,” he noted.
Seth said that the Indian military does not harass or impede civilian traffic on the highway. “The regulation of civilian traffic is the responsibility of state authorities and the Jammu and Kashmir Police. Ambulances are always given priority and are not stopped by security forces,” he said.
