According to inputs, discussions during the meetings centered on the infiltration methods of foreign militants, including the routes they used, potential new tunnels along the 'International Border', and pathways through which these militants might be entering Jammu via the Punjab border.

General Dwivedi arrived in Jammu at 2:30 pm and chaired the first security review meeting at Police Headquarters, Jammu, which concluded at 4 pm. At 4:30 pm, another security review meeting was held at Raj Bhavan, Jammu, chaired by LG Manoj Sinha. According to sources, both meetings were attended by Director General of Police (DGP) RR Swain, DG BSF, DG CRPF, Heads of Intelligence Agencies, and other senior officials of the military, CAPFs, and J&K Police at Raj Bhavan, Jammu.

“It was also decided to strictly target the terror-ecosystem and sympathizers, maintaining a close watch on former militants and Over Ground Workers (OGWs).”
