Srinagar, January 1, 2025: The Jammu and Kashmir government has directed all IAS officers to submit their Immovable Property Returns (IPR) online by January 31, warning that failure to comply will be considered “sufficient” grounds for initiating disciplinary proceedings.
IPR stands for Immovable Property Returns, which require government officials to report details of their property holdings to ensure transparency and prevent conflicts of interest.
A government circular cites instructions from the Department of Personnel & Training, Ministry of Personnel, Public Grievances, and Pensions, Government of India, stating that IAS officers must file their IPRs as per Rule 16(2) of the AIS (Conduct) Rules, 1968.
The circular notes that failure to meet the deadline would justify disciplinary action and points up an amendment to the IAS (Pay) Rules, 2016, which mandates filing IPRs to be considered for promotion to the next pay level.
IAS officers are instructed to submit their IPRs either electronically or by uploading scanned copies of their manually completed forms. The online module will close automatically after the deadline. Late submissions will result in a denial of vigilance clearance.
