Srinagar, Sept 23: The High Court of Jammu & Kashmir and Ladakh has issued bailable warrants of ₹10,000 each against the Deputy Commissioner, Pulwama, and two other senior officials over alleged non-compliance with its earlier directions in a public interest litigation concerning waste dumping and a sludge treatment facility at Newa.
The warrants were issued by a Division Bench comprising Chief Justice Pushpendra Singh Bhati and Justice Rajnesh Oswal against the Deputy Commissioner, Pulwama; Chief Executive Officer, Municipal Council, Pulwama; and Member Secretary, J&K Pollution Control Board.
According to the court proceedings, the officials had been given a “last and final opportunity” on August 4, 2026, to comply with the court’s directions, including filing the requisite affidavits.
However, the officials allegedly neither filed the required affidavits nor appeared personally before the Bench.
Taking note of the matter, the court described their conduct as “complete non-compliance” with its earlier order and directed the concerned Senior Superintendent of Police (SSP) to execute the warrants.
The SSP has also been directed to ensure the personal appearance of all three officials before the court on the next date of hearing.
The PIL concerns allegations of illegal waste dumping and a sludge treatment facility at Newa in Pulwama, with the petition raising issues related to alleged violations of environmental norms and applicable statutory provisions.
The latest order came as the court continued to monitor compliance with its directions in the matter.
