KISHTWAR, 22 February 2025 —The Jammu Power Distribution Corporation Limited (JPDCL) has sought an FIR against 10 locals, including three women, for allegedly obstructing smart meter installations in Chenab Valley’s Kishtwar.
In a complaint filed with J&K Police, JPDCL accused the residents of repeatedly disrupting work under the Revamped Distribution Sector Scheme (RDSS).
“I would like to bring to your kind attention repeated incidents wherein hurdles are being created in the execution of public works,” the complaint read, citing a February 20 protest at Umar Mohalla.
Earlier, five local union leaders were detained under the Public Safety Act (PSA) for raising concerns over hydropower projects, citing environmental damage, infrastructure risks, and inadequate compensation.
They claimed blasting activities had damaged homes and buildings, while construction work had compromised structural integrity in nearby areas. Alleged violations of environmental norms, increased air pollution, and health hazards from ongoing projects were also among their grievances.
Kishtwar is at the center of India’s hydropower expansion. Seven major dams—Bursar (800 MW), Pakal Dul (1000 MW), Kwar (540 MW), Kiru (624 MW), Kirthai-I (390 MW), Kirthai-II (930 MW), and Ratle (930 MW)—are under construction, with work already underway on four.
The Chenab basin hosts over 70 hydroelectric projects in various stages, with experts warning of their environmental hazards. Locals often claim that suitable royalties have not been provided, despite mandates for free electricity to the regions where the energy is generated.
