Srinagar, September 25: Flash floods and cloudbursts damaged more than 24,000 residential structures and over 5,000 roads across Jammu and Kashmir during 2025-26 and 2026-27, the government informed the Legislative Assembly on Friday.
According to a written reply by the Department of Disaster Management, Relief, Rehabilitation and Reconstruction, Jammu division accounted for 23,470 damaged residential structures and 5,084 damaged roads.
Udhampur reported the highest number of damaged houses in the division at 6,997, followed by Rajouri with 4,781 and Jammu with 2,718.
In Kashmir division, 946 residential structures and 289 roads were reported damaged, while 513 water-supply schemes were also affected.
The disasters also caused extensive damage to agricultural land across the Union Territory. Around 99,300 hectares of crop area was affected in Jammu division, while another 7,021 hectares was affected in Kashmir division.
Jammu district recorded the largest share of affected crop area in the region at around 30,728 hectares. In Kashmir, Kulgam reported 3,472 hectares of affected crop area, followed by Budgam with 1,764 hectares.
The government also reported the loss of 5,244 livestock across Jammu and Kashmir due to the disaster-related events.
On restoration measures, the government said infrastructure damaged during 2025-26 had been temporarily restored, while permanent restoration work was under way.
Infrastructure affected during 2026-27 has been partially restored, with permanent restoration work also continuing, it said.
The government further informed the House that no special financial or separate rehabilitation package had been sanctioned for the affected areas.
Instead, assistance admissible under the norms of the State Disaster Response Fund (SDRF) was being provided to affected persons.
The Chief Minister’s Relief Fund has also been utilised to provide assistance for structural damage in affected areas, including beneficiaries in Kishtwar, Poonch and Rajouri.
The figures underline the extensive impact of flash floods and cloudbursts on residential infrastructure, roads, agriculture, water supply and livestock across Jammu and Kashmir over the two financial years.
